I urge you to act now to restore the longstanding federal protections for our nation's precious waters and wetlands by  co-sponsoring the bi-partisan Clean Water Restoration Act of 2007 (HR 2421), introduced by Representatives Oberstar, Dingell, and Ehlers. As an Audubon supporter, I believe this legislation is critical to birds and other wildlife.

The legislation is simple and straightforward. It would:
(1) adopt a statutory definition of "waters of the United States" based on the longstanding definition in EPA's and the Corps of Engineers' regulations, which include interstate and intrastate waters and their tributaries, for example, rivers, lakes, and wetlands;  
2) clarify that the Clean Water Act is principally intended to protect the nation's waters from pollution, and not just to maintain navigability; and
3) underscore Congressional authority over the nation's waters, as defined in the Act, including so-called "isolated" waters, headwater streams, small rivers, ponds, lakes and wetlands.

This critical legislation would restore the regulatory status quo prior to the Supreme Court's decisions in 2001 and 2006, which have had the effect of rolling back federal protection of waters of the United States, including wetlands. HR 2421 does not create "new" Clean Water Act requirements.

Please co-sponsor HR 2421 to protect birds and other wildlife for the benefit of us all.
